Beth O’Neill joined the Ramsell team in 2012, eventually taking leadership of Ramsell Public Health & Safety in 2014, when Ramsell consolidated its Coordination and Continuity of Care Application and Medicaid Services into a single subsidiary.
An attorney by training, Ms. O’Neill has devoted her career to providing legal counsel to health care providers regarding regulatory and other business matters. Her emphasis has been on compliance and regulation with federal and state laws, agency rules regarding payment and reimbursement, fraud and abuse, privacy and security, and licensing and enrollment.
Prior to joining Ramsell, Ms. O’Neill was a member of the healthcare sector of DLA Piper. Ms. O’Neill earned her Bachelor of Arts degree from Gonzaga University where she majored in political science. She received her law degree from the Boalt School of Law at the University of California at Berkeley.
Jessica Patterson is the Director of Strategic Development and Implementation for Ramsell Public Health & Safety (RPHS). RPHS works with community coalitions to develop integrated care networks to serve individuals with public health and safety needs. The work is supported by software technology that allows communities to drive evidence based solutions, evaluate performance and optimize federal Medicaid reimbursement.
Ms. Patterson is an experienced consultant with over a decade of experience assisting local public agencies in accessing alternative funding sources. She has helped over five hundred counties in the United States to successfully draw down over $200 million in federal reimbursement to support their public welfare and public safety interventions.
Her expansive expertise in working with counties who participate in federal financial participation (FFP) programs spans from training thousands of county staff on how to operate FFP programs, to developing compliance assurance programs, reviewing all federal funding sources for local agencies to optimize revenues, and leading financial and operational departments.
In her role as a consultant and on behalf of her clients, Jessica has worked closely with the Chief Probation Officers of California (CPOC).
Patrick Sutton is the Director of Medicaid Services for Ramsell Public Health & Safety. His focus is on assisting states, local governments and other entities draw down federal reimbursement for activities that their employees and contractors are already performing. With over 10 years of experience with federal reimbursement programs including Medi-Cal Administrative Activities (MAA) and Targeted Case Management (TCM), Mr. Sutton is considered a leader in the industry of revenue maximization strategy and implementation.
Prior to this current work with Ramsell, Mr. Sutton was the official consultant to the California Counties on MAA and TCM programs. In that capacity, he regularly interacted with the Department of Healthcare Services (DHCS) and the participating counties on all aspects of MAA and TCM. Mr. Sutton provided technical expertise and guidance to the counties and assisted DHCS with drafting a new CMAA/TCM Manual, a new Mental Health MAA Manual and new State Plan Amendments (SPAs) for the TCM program. In addition, Mr. Sutton as acted as an expert witness on behalf of numerous counties on issues related to audit findings related to MAA and TCM.
He has nearly 20 years of experience with the Medi-Cal program with a specific emphasis in healthcare finance and policy analysis. He has held leadership and analytical positions for the County of San Mateo, University of California at San Francisco, and Kaiser Permanente. Mr. Sutton earned his Master’s in Health Administration (MHA) and Master’s in Social Work (MSW) at the University of Southern California.
Gabe Mello is the Product Manager for Ramsell Public Health & Safety, a company dedicated to supporting positive outcomes for adjudicated persons through coordinated delivery of services and improved access to vital resources. He guides development and delivery of technology systems and tools that serve this mission by facilitating information sharing and collaboration between justice agencies and various community based organizations. Additionally he manages data to facilitate claiming of federal reimbursement to support these efforts.
Mr. Mello has over a decade of experience in counseling and case management with youth and young adults from the juvenile justice and foster care systems. In addition to direct support and supervision of clients, these activities include management of regional provider networks to facilitate efficient linkages and referrals in the field, and serving as a community liaison with multiple county courts.
His background also includes extensive work on a variety of publicly funded initiatives addressing poverty and resource inequity in high need urban populations including education, asset-building, workforce development, and public benefit optimization programs. In this capacity, Mr. Mello has served as a consultant on issues of financial literacy and stability for various non-profit organizations, public schools, and government agencies including the Federal Reserve and Department of Health and Human Services, as well as being an active advocate and witness for related policy reform at local, state, and national levels.
Dilip Paranchi has 14 years of experience in a variety of industries & technologies, with a specialization in implementing large Enterprise Resource Planning (ERP) applications like Oracle eBusiness Suite, Salesforce applications, and other Tax & Financial systems. Mr. Paranchi has managed the development of custom software applications for every sized client from starts-ups to Fortune 100 companies. His duties in managing these application-development projects spanned from design, development planning, team management, quality assurance, and delivery of the final product. Mr. Paranchi’s clients have included IBM, HCL Technologies, Gap Inc., Salesforce, Coherent, Michelin Tires, American Express, CMA CGM, and Alticor. In addition to positions in the U.S., Mr. Paranchi has worked for clients in Asia and Europe. He holds dual Masters Degrees in Computers and Business Management (Finance).
